Permanent Residency and Australian Citizenship for Americans

Most Americans who move to Australia do not just want to visit for a year. They want to stay. Here is what it takes to make Australia your permanent home.

What Permanent Residency Gives You

Australian Permanent Residency (PR) is not citizenship, but it is close to it in most practical ways. As a permanent resident you can:

  • Live and work anywhere in Australia indefinitely, for any employer
  • Enroll in Medicare and access public healthcare as an Australian resident
  • Enroll your children in government schools at no tuition cost
  • Access the HECS-HELP student loan scheme for university education at domestic fee rates
  • Sponsor certain family members for Australian PR
  • Re-enter Australia freely (with a travel facility attached to your PR visa, which needs periodic renewal)
  • Begin your pathway toward Australian citizenship

PR does not automatically give you the right to vote, access all welfare benefits from day one, or hold an Australian passport. Those come with citizenship.

The Most Common ways to PR for Americans

  1. Skilled visa (189 or 190): These are permanent visas from the moment they are granted. No temporary stage. If you receive an invitation and meet all requirements, you have PR immediately. This is the fastest pathway to PR for eligible skilled workers.
  2. Employer sponsorship (482 to 186): You arrive on a temporary 482 visa, work for your Australian employer for at least 2 years, then your employer nominates you for the Employer Nomination Scheme (186) visa, which grants PR. Total timeline from visa grant to PR: 2.5–4 years.
  3. Partner visa (820 to 801): If you are in a genuine relationship with an Australian citizen or PR holder, you receive a temporary partner visa (820) first, then after approximately 2 years you receive the permanent partner visa (801). From first application to final PR grant: 2–4 years.
  4. Regional pathway (491 to 191): 5 years on the temporary 491 visa living and working.. Applicants must meet a minimum of 3 years of regional residence as well as a specified income requirement before becoming eligible for the permanent 191 visa pathway. 

Australian Citizenship by Conferral

After receiving PR, the pathway to citizenship involves:

  • Holding PR for at least 1 year (you must also have been a lawful resident for at least 4 years total time on most temporary visas counts)
  • Being physically present in Australia for 1 of those 4 years as a PR holder
  • Demonstrating commitment to Australia and good character Criminal Record Check, no disqualifying criminal history
  • Passing the Australian citizenship test 20 multiple choice questions on Australian values, history, and government, taken in English
  • Attending a citizenship ceremony and taking the Australian Citizenship Pledge

Australia Allows Dual Citizenship

Australia does not require you to renounce your US citizenship to become an Australian citizen. You can hold both passports simultaneously. In practice, tens of thousands of Americans hold dual US-Australian citizenship without issue. An Australian passport provides visa-free or visa-on-arrival access to 185 or more countries.
